Decision on Building an Emergency Operations Center (EOC)

The problem that was examined was the Riverdale Fire-Rescue Department (RFRD) does not have a proper Emergency Operations Center (EOC) thus impacting on RFRD's ability to serve the citizens of Riverdale, IL, in cases on an emergency. The purpose of this research was to create a plan for the development of a proper EOC. This project was completed using an action research method, and four questions were developed to provide guidance to the research process. These questions asked what the requirements were for a proper EOC, what the projected costs to construct an EOC would be as well as where such funding was available, and if any policies would be needed to implement an EOC. The research consisted of a literature review to develop an understanding on what requirements there were to develop, construct and utilize a proper EOC.Personal conversations with individuals experienced in emergency management were conducted. Finally, a survey was developed to determine what similar agencies were using to develop and utilize their EOC. Through this research, it was determined that there were no mandates on what is required for a proper EOC; only Federal recommendations, which must be considered as mandates if seeking Federal funding. For constructing an EOC, a basic proposal was established resulting in an estimate of 692, 338. A FEMA grant would result in a 75% Federal contribution of 519, 253.50 with a 25% grantee match of 173, 084.50. The Village already has an Emergency Operations Plan (EOP) for activating their EOC; however, the address for the EOC would have to be changed. It would be recommended that Riverdale develop a complete proposal for establishing a proper EOC, and utilize Village-owned property.If approved by the Village Administration, proper building plans should be developed, a Federal grant applied for, and the project should move forward.
