Measuring Morale of Uniformed Firefighters in Comm Center
Technical BulletinLast updated Monday, July 30, 2018Low levels of employee morale have been identified as an issue plaguing the Montgomery County Fire and Rescue Service uniformed firefighters assigned to work at the Emergency Communications Center in Montgomery County, Maryland. The problem was that Montgomery County Fire and Rescue Service had not measured the morale of the uniformed fire and rescue employees assigned to work at the Emergency Communications Center. The purpose of this research was to identify how to measure the morale of the uniformed Montgomery County Fire and Rescue Service employees assigned to the Emergency Communications Center. Descriptive methodology was used to guide the following research questions: (a) Which topics should be measured to determine the level of employee's morale? (b) How do other public safety department's measure morale of the communications center personnel? (c) How does the private industry measure morale? The data collection procedures were surveys and interviews. The results from this research indicated topics to be measured should include: (a) schedule, (b) pay, (c) technology, (d) training, (e) recognition, (f) rewards, (g) communication, and (h) relationships with coworkers and supervisors. Other public safety departments and private industries measured morale using: (a) surveys, (b) interviews, and (c) observations of employees. Recommendations were to: (a) create and disseminate, on a quarterly basis, an employee morale survey specific to the job functions related to firefighters of all ranks assigned to work at the Emergency Communications Center, (b) analyze the survey data, establish trends, and implement corrective actions based on survey results, (c) disseminate the survey results to the employees.
