This applied research project examined the relationship between division boundaries and the principle of unity of command. The problem is that one fire station in the city of Laguna Niguel is in one division, while two remaining Laguna Niguel fire stations are in another fire division reporting to a different fire division chief. The purpose of this research was to describe the channels of communication between the Orange County Fire Authority and officials at the city of Laguna Niguel, and to make recommendations for improving communication effectiveness. The descriptive research method was used to answer these questions: 1. What are the principles of unity of command? 2. What, if any, unity of command issues interfere with communications between Laguna Niguel city officials and officials at the Orange County Fire Authority? 3.What professional relationships between Laguna Niguel city officials and other regional service providers are affected by unity of command principles? 4. What boundaries, when compared to the principles of unity or command, might improve communication between the city of Laguna Niguel and the OCFA? Research procedures included an analysis of maps, organization charts, and assignment matrices from the Orange County Fire Authority, a review of practices from other fire departments, and interviews of fire officials and city officials.Results showed that Laguna Niguel city officials consider unity of command "very important," while fire authority officials consider unity of command "important" to "very important." Fire authority members believed that division borders played "some role" to a "major role" in contributing to ineffective communications, while city officials believed that division borders played "no role" or they were "not sure." This research supports the recommendation that lines of communication should be clarified, both within the Orange County Fire Authority and between the fire authority and the city of Laguna Niguel.
