Developing an Active Shooter Response Guideline

The problem was that the Arvada Fire Protection District (AFPD) did not have a response guideline for an active shooter incident, which could impact patient care and jeopardize responder safety. The purpose of the research was to prepare the Arvada Fire Protection District to respond to an active shooter incident. Descriptive research was used to answer the following questions: How prepared is the AFPD to respond to an active shooter incident? What can be done to minimize the impact of an active shooter incident in the AFPD? What measures should schools and other assembly occupancies take to reduce causalities resulting from an active shooter incident? What guideline(s) should be implemented to better prepare the AFPD to respond to an active shooter incident? The procedures included conducting an ordinal survey of members of the Arvada Fire Protection District,conducting interviews with subject matter experts and completing an extensive literature review. The results demonstrated that the AFPD could be more prepared to respond to an active shooter incident, and also that a cooperative and collaborative response to active shooter incidents with law enforcement officials is imperative. A Standard Operating Guideline (SOG) for active shooter incidents was developed. Recommendations resulting from the project included implementation of internal and intra-agency active shooter training programs, forming collaborative relationships with other stakeholders likely to be impacted by active shooter incidents, collaborating with law enforcement officials to develop procedures for providing patient access and transportation in an expeditious manner. Other recommendations included encouraging the implementation of preventative measures and adopting an active shooter standard operating guideline.
