In conjunction with its accreditation by the Commission on Fire Accreditation International, the San Ramon Valley Fire Protection District (SRVFPD) had established a benchmark turnout time performance of 2:00 minutes 90% of the time. The problem was that the SRVFPD has not identified the impediments to turnout times. These impediments were causing longer turnout times and keeping the SRVFPD from meeting its benchmark turnout time performance. The purpose of this research was to assess SRVFPD turnout performance to identify impediments to turnout times. The research questions were: (a) What is the granular turnout time performance for the SRVFPD, (b) What are the environmental impediments to turnout times in the SRVFPD, and (c) What are the behavioral impediments to turnout times in the SRVFPD? The descriptive research method was used to answer the research questions.Detailed reports of SRVFPD turnout time performance were derived from actual incident and apparatus response records. A survey of SRVFPD Captains was deployed to assess the relative impact of specific turnout time impediments identified in the literature review. SRVFPD granular turnout time performance was established as a manner to evaluate the influence of potential impediments. Environmental impediments of station design and size, time of call, sleeping, relative call volume of a fire station and type of event were found to be present in the SRVFPD. Cross-staffing was found to be a significant environmental impediment. Station alerting systems and speaker quality were found not to be impediments in the SRVFPD. Behavioral impediments of issue awareness, information on performance, and response area familiarization were found to be moderate to significant.Comparison to the performance of others was found not to be an impediment in the SRVFPD. Recommendations included reporting of turnout times, improving cross-street information, and map and MDC training.
