Communicating Hazardous Materials Information

Successful operations at hazardous materials incidents are predicated upon the availability of concise and accurate information being provided to response personnel. As such, the problem was that personnel in the High Point Fire Department are not provided with adequate information pertaining to the hazards presented at fixed hazardous materials facilities. The purpose of this applied research project was to identify fixed facility hazardous materials information that could be utilized to ensure that High Point Fire Department personnel are provided with sufficient and accurate information regarding hazardous materials at fixed facilities. The descriptive research method was employed to answer the following four research questions: 1) What fixed facility chemical hazard information should be provided to High Point Fire Department personnel? 2) What hazardous materials facility information should be provided to High Point Fire Department personnel? 3) What community impact information relating to possible fixed facility hazardous materials incidents should be provided to High Point Fire Department personnel?, and 4) In what format should information relating to possible fixed facility hazardous materials incidents be provided to High Point Fire Department personnel? The procedures utilized in this project consisted of a literature review, telephone interviews with representatives from other applicable fire departments, and a survey disseminated to selected High Point Fire Department personnel. The research resulted in five recommendations for the High Point Fire Department in terms of hazardous materials pre-planning, including the inclusion of appropriate chemical information and facility information in such activities, the refinement of the current CAD-based tabular data pre-entry system, the evaluation and implementation of a system to allow for the display of graphical data, and the development and implementation of a hazardous materials permitting system.
