Developing a Code of Servant Leadership

This project originated from the problem that South King Fire and Rescue's (SKFR) strategic documents do not align with the fire chiefs commitment to servant leadership. The purpose was to develop a code of servant leadership to assist the strategic leadership team (SLT) in aligning strategic documents with servant leadership in the spring of 2016. The action research method was used to ask: (a) what is servant leadership?; (b) how do the mission, vision, and values of SKFR and similar organizations align with servant leadership principles?; (c) what is the current measurement of servant leadership within subject organizations as shown by the SL-7 Servant Leadership Scale?; and (d) do organizations featuring servant leadership principles in their mission, vision, values, and training receive higher scores on the SL-7 Servant Leadership Scale?Two surveys were used: one assessed strategic-level servant leadership principles (organizational commitment), as evaluated by the agency leader. The second was a servant leadership assessment tool (SL-7) given to all employees. Results showed that in spite of high organizational commitment, SL-7 survey results were negatively skewed, indicating likely strategic misalignment Osceola County Fire Rescue, Florida, was the only participating agency previously trained in servant leadership at all levels. Survey results for OCFR showed that training and strategic focus can improve follower outcomes. Research showed that the problem represents a significant adaptive challenge requiring cultural changes.The action research conducted for this project yielded a written code of servant leadership that defines practices and expectations and provides current SL-7 data for SKFR. Recommendations included adoption of the code of servant leadership, revision of strategic documents, training for all employees, and using the SL-7 survey to measure outcomes.
