The problem was that Park City Fire District had not analyzed the impact of cross-staffing on its ability to meet NFPA 1710. The research purpose was to analyze data and determine the impact cross-staffing has on staffing and recommend a solution. Evaluative research was used to determine how often staffing levels fall below 1710, the impact cross-staffing has on staffing levels, what other departments are doing to meet 1710, and identify options to reduce noncompliance. The results indicate that staffing levels fall below 1710 guidelines 22% of total run volume, most often during the winter ski season, and that most departments hire additional full-time personnel. The recommendation was made to hire seasonal employees during the winter ski season.
