Methods to Increase Resiliency of a Regional Dispatch Center

The problem was Fargo-Moorhead had never conducted a vulnerability assessment of the Red River Regional Dispatch Center (RRRDC) for potential negative impacts of natural and man-made disasters. The purpose of this applied research project (ARP) was to identify methodologies to improve the resilience of the RRRDC against potential natural and man-made disasters. A descriptive research method was used to answer the following questions: (a) what types of natural and man-made disaster risks make the RRRDC vulnerable; (b) what are the best practices for making an emergency communications center resilient; (c) how resilient is a typical emergency communications center in our region; and (d) what are the financial considerations of making the RRRDC more resilient. Procedures utilized to complete this research included a thorough literature review to help identify current standards and best practices in emergency communications center resiliency. A host of several experts were interviewed to gain their professional knowledge and perspectives. A questionnaire was developed to assess other emergency communications centers' levels of resiliency. There were 35 respondents from four states. Results indicated a high number of emergency communications centers do not fully comply with the identified standards. However, the RRRDC is below average in most categories. One reason was the location in a multi-tenant building made up of commercial and residential units. This creates vulnerability issues from a security perspective for the staff and the operations. Results also indicated the current center was in a vulnerable location which is on a public street, near the river and busy railroad lines carrying hazardous materials. Recommendations included forming a committee to assess the current resiliency deficiencies identified, making temporary improvements, and then relocating the RRRDC to a new facility that meets best practices and standards.
