The problem was an increasing number of personnel on the Abilene Fire Department were suffering from deteriorated attitudes resulting in increased conflict and a demoralized culture within the department. The purpose of this project was to identify reasons for the deteriorated attitudes and recommend actions that could be taken by department leaders to manage the resulting conflicts and produce an improved culture. The descriptive research method was used in this research project. The research questions were: 1. How do Abilene Fire Department members perceive current attitudes on the department? 2. What indications are there of a negative culture on the Abilene Fire Department? 3. What are the factors that have caused the negative culture on the Abilene Fire Department? 4.What actions can be taken by leaders to promote a positive change on the Abilene Fire Department? Procedures for this project included both a literature review and a survey instrument. The survey instrument was distributed to Abilene Fire Department personnel. This gave objective information about attitudes of department members and the reasons for those attitudes. The results showed that fire department members possessed a negative attitude toward the organization but were positive toward individual job responsibilities. Senior members saw things as the most negative. The most often cited indications of negativity were low morale, negative comments, and distrust of department leadership. Leadership practices topped the factors causing the negative culture. Results also revealed actions to be taken by leadership to improve the culture.Recommendations were made for department leaders and members to re-establish trust. It was recommended to work on how change is implemented and how communications could be improved. Overall, it was recognized the culture could change with the efforts of all personnel with the leadership showing the way.
