Potential Dissolution of Consolidation Agreement

The purpose of this research project was to examine the cost effectiveness of the consolidation agreement between the City of Idaho Falls and the Bonneville County Fire Protection District. In addition, a plan was developed to reformat a city fire department so as to be prepared to meet the challenge posed by the potential dissolution. The problem was that the consolidation agreement between the city and the district has the potential for termination when the agreement expires in October of 2003. This researcher used descriptive and historic research methods to answer the following two research questions: 1. Is the continuation of the consolidation cost effective for the City of Idaho Falls? 2. What factors might jeopardize the continuation of the consolidation? Action research was used to answer the third research question: 3.If it is determined that the consolidation is not in the city's best interest, what plan must be developed to reformat the Idaho Falls Fire Department into a city-only department? The initial procedure was an analysis of the consolidation's cost effectiveness. Budgets, comparative call volumes, property valuations and any trends or changes in these factors were examined. A literature review was conducted to determine the efficiency of consolidation efforts. Personal contacts were made to follow up on previous and current consolidation agreements. State statutes were studied to determine the potential of increasing the district's contribution to the agreement. The results of this research project included the conclusion that without a significant increase in the district's contribution the continuation of the consolidation is not cost effective for the city.In addition, the results included a plan to reformat the department as a city-only department if the district is unwilling and/or unable to meet its financial obligation. The researcher recommended that the District be apprised of the funding necessary to maintain the agreement, and if they are unwilling or unable to meet that obligation the proposed plan be implemented to reformat the City of Idaho Falls Fire Department in October of 2003.
