Use

Beginning on January 1, 2020, no person shall use AFFF containing intentionally added PFAS chemicals for training or testing purposes.  The AFFF can only be used for testing purposes if the facility has implemented appropriate containment, treatment, and disposal measures to prevent releases of AFFF into the environment.
