Identifying the Need for Paramedic Field Training Officers

This research project evaluated the need for paramedic field instructors for new paramedic training and evaluation at Boca Raton Fire-Rescue in Boca Raton, Florida. The Boca Raton Fire-Rescue Department does not have a formal structured on-the-job training program for new paramedics that utilizes an identified Field Training Officer. As a result, organizational goals, customer service values, as well as individual skills are not consistently instilled in new paramedics. The purpose of this applied research project was to determine if there is a need for a field training program for new paramedics at Boca Raton Fire-Rescue.The research employed an evaluative research technique to answer the following questions: 1) What are other departments in Florida doing to supervise and train new paramedics in the field? 2) What should the minimum qualifications and training be to be a Field Training Officer? 3) What evaluative components (individual skills, customer service values, et cetera) should a field training program have? 4) How can emergency medical services utilize information from law enforcement concerning field training programs? This applied research project included two surveys in the procedures. The first survey was distributed to the managers of all 214 EMS agencies with ground advanced life support licenses in Florida. A second opinion survey was conducted of Boca Raton Fire-Rescue's existing paramedic workforce.A literature review was also completed to determine what has already been written on the subject and to discover information about law enforcement field training programs. Boca Raton Fire-Rescue should implement a Field Training Officer program for new paramedics, based on the opinions of the existing paramedic workforce and to be consistent with other EMS agencies in Florida. The field training program, as recommended, included clearly defined goals and objectives based on critical job skills identified through a job task analysis. It was also recommended that the Field Training Officer program have defined roles and responsibilities for each of the participants. Additionally, it was recommended that Boca Raton Fire-Rescue develop a specialized selection and training process for Field Training Officers.
