National resilience is a complex topic and building it requires whole community effort. In August 2024, the Federal Emergency Management Agency (FEMA) released this linked resource title National Resilience Guidance (NRG).
With the goal of increasing community and national resilience, the Guidance:
- Promotes a common understanding of resilience.
- Emphasizes the critical relationship between chronic community stressors and acute shocks.
- Addresses the roles of individuals, organizations, and all levels of government.
- Provides an actionable approach to resilience planning and implementation.
- Incorporates a community resilience maturity model that walks through concrete steps to build resilience.
The Federal Emergency Management Agency is an agency of the United States Department of Homeland Security, initially created by Presidential Reorganization Plan No. 3 of 1978 and implemented by two Executive Orders on April 1, 1979. The agency's primary purpose is to coordinate the response to a disaster that has occurred in the United States and that overwhelms the resources of local and state authorities.
